The 488 acre area is located on the banks of the Sacramento River by the Red Bluff Diversion Dam just south of Red Bluff, CA. Of the total 13,000 acres that make up the refuge, only 4,400 acres are owned with the remaining acreage being managed under a lease agreement with the South Carolina Public Service Authority (aka Santee-Cooper). The refuge also manages 10 conservation easements on private lands, totalling 458 acres in Bamberg, Barnwell, Clarendon and Orangeburg counties.

A trip to Seal Beach would not be complete without a visit to the Red Car Museum on the old Pacific Electric Right of Way. Car No. 1734. This rare Pacific Electric tower car built in 1925 now serves as the museum headquarters. It was once a roving machine shop sent out to troubleshoot problems along the 40-mile Pacific Electric LA-Newport Line. A center tower was used for repairs and maintenance on the overhead lines. It operated for almost 50 years until 1950.
